HIGHLIGHTS

 

Connection Agreement

The DISCOM and consumer shall sign agreement for 20 years for net metering and net billing.

Grid-Interactive Provisions

  • Net Metering
  • Net Billing
  • Systems connected behind the consumer’s meter.

Installation Capacity

  • Total capacity of renewable energy plant must not exceed 70% of distribution transformer/feeder capacity.
  • Distribution licensee licensee shall publish capacity available for RE power installation on quarterly basis.

Conditions for Application

  • Capacity to be installed must be ≥ 1 kW and should not exceed sanctioned load or contract demand.
  • Provision for HT consumer to connect RE plant to their LT bus bar.

Renewable Purchase Obligation

  • Electricity generated by obligated entity will be considered for own RPO target while electricity generated under net metering will be accounted for distribution licensee’s RPO.
  • REC issuance will be in accordance to CERC regulations.

 

OTHER PROVISIONS

 

Net metering - Energy Accounting and Settlement

  • Electricity injected less electricity consumed in the billing period shall be carried forward to the next billing period.
  • Electricity supplied by the licensee less electricity injected into the grid shall be treated as net electricity consumption and shall be billed after taking into account any electricity credit balance from the previous billing period.
  • At the end of the settlement period, in case of excess electricity injection by the consumer, the licensee shall pay the consumer for extra electricity injected into grid at price of generic tariff approved by the Commission.
  • Commission has the power to levy grid-support charge but consumers with sanctioned load less than 10 kW will be exempted.

Net billing - Energy Accounting and Settlement

Distribution licensee and power plant owner may sign PPA at Approved Power Purchase Cost (APPC). APPC will remain constant for the useful life of project.

Metering

  • Net meter/bi-directional meter must be purchased by consumer.
  • Check (Energy) meter is mandatory for all RE systems having capacity ≥ 20 kW. Licensee will provide check meter.
  • All meters must have AMI (Advanced Metering Infrastructure).
