Obligated Entities

  • Distribution licensees including deemed licensees.
  • Open access consumers.
  • Captive consumers.
  • Only captive user with captive generation plant will have RPO target of 1% solar and 6.25% non-solar for FY 2015-16.

 

Ways to Meet RPO

  • Purchase of renewable energy or REC.
  • Fulfillment of biomass obligation will be only through purchase of power from biomass power plants and not  through purchase of renewable energy certificates.

 

Certificates

  • Obligations to purchase solar and non-solar energy can be fulfilled only by purchase of solar and non-solar certificates.
  • Photocopy of purchase should be deposited with state agency within 15 days of purchase.

Effect of Default

  • In case of non-fulfillment of RPO, obligated entities may be asked by the Commission to deposit an amount into a separate fund created and maintained by the state agency.
  • The amount of deposit shall be determined by the Commission on the basis of shortfall in RPO, RPO regulatory charge and forbearance price.

Monitoring and Implementation Framework

Commission shall monitor the RPO compliance of the distribution licensee.
