*RPO specified for FY 2014-15 shall be the RPO for subsequent years until a revision is effected by the Commission.

  • Power purchase under power purchase agreement shall continue to be made till their present validity.
  • In case of supply constraint or other situations not in the control of the licensee, the Commission may revise the targets.

Obligated Entities

Distribution licensee, any person consuming electricity generated from captive generating plant of capacity 1 MW and above, open access consumers.

Ways to meet RPO

Purchases from renewable energy generators, from distribution licensees of other renewable energy sources, energy from own generation sources, purchase of renewable energy certificates.

Certificates
  • Obligations to purchase solar and non-solar energy can be fulfilled only by purchase of solar and non-solar certificates, respectively.
  • Certificates purchased by the obligated entities shall be deposited with the Commission as per procedure issue d by central agency.

Effect of Default
  • In case of non-fulfilment of RPO by obligated entities, the obligated entity may be asked by the Commission to deposit an amountinto a separate fund created and maintained by the obligated entity.
  • The amount of deposit shall be decided by the Commission on the basis of shortfall in RPO and the forbearance price.
  • The fund shall be utilized partly to purchase certificates and partly for erection of transmission and sub-transmission infrastructure for evacuation of power from generating stations based on renewable energy, as may be directed by the Commission.
Monitoring and implementation framework

Coordination committee, constituted by the Commission,shall be responsible for implementation.
