Nodal Agency

 

Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA)

Nodal Agency Functions

  • Bidding related tasks and for projects being set up by other departmental budgets, UPNEDA may provide its services for a nominal fee.
  • To facilitate the allotment of suitable land/space under control of the state or its agencies.
  • To coordinate with other departments.
  • To develop appropriate skilled manpower by tie-up with training and educational institutions.

Policy Period

2017-18 to 2021-22.

Eligible Entities

 

  • Utility scale grid-connected solar power projects.
  • Solar rooftop projects.
  • Solar street lights.
  • Solar powered agricultural pump sets.
  • Any other off-grid solar product.

Target Capacity

10700 MW including 4300 MW from rooftop solar projects by FY 22.

Incentives

 

  • 50% exemption on wheeling/transmission charges on intra-state sale of power by large scale standalone solar projects.
  • No CCS and wheeling/transmission charges for inter-state sale of power by large scale standalone solar projects.
  • Height of module structure of rooftop solar is not counted in total building height.
  • 50% of total energy generated from solar parks will be purchased by UPPCL and DISCOMs.
  • Total quantum of energy generated from private solar parks will be purchased by UPPCL and DISCOMs or total sale to third party is also allowed.

Transmission and Distribution

 

  • The construction of transmission lines, as given below, will be paid for by the state govt. for solar projects in the Bundelakhand and Purvanchal regions.
    • 5 to 10 MW : 10 km
    • 11 to 50 MW: 15 km
    • Above 50 MW: 20 km
    • Incentive will be available only for construction of transmission lines by State Transmission Utility (STU)/Distribution licensee.

 

OTHER PROVISIONS

 

Utility Scale Grid-Connected Solar Power Projects

 

Target of 6400 MW. UPPCL will purchase 100% of energy generated by the first 2000 MW installed plants .

  • Solar parks with minimum 100 MW capacities can be developed by the public sector and private developers. Green energy corridor will facilitate faster execution of projects and provision of financial assistance.
  • Standalone solar power plants with minimum capacity of 5 MW at a single location will be awarded through competitive bidding. Power pooling arrangement is provided for small capacity projects.
  • Setting up of solar projects on water bodies will be promoted under MNRE scheme.

Grid-connected Rooftop Solar Power Projects

 

  • Rooftop projects can be connected to the grid in two ways: Net metering and Gross metering.
  • The state govt. under RESCO model will promote installation of solar projects on government institution premises.

Off-Grid and Decentralized Distributed Generation

 

State government will provide subsidy for:

  • Solar street lights.
  • Solar water pumps for irrigation.
  • Other off-grid applications in rural areas.

Land

 

State government will provide land on lease or on ‘right to use’ basis for development of solar parks.

Provisions for Solar Project and Park

  • UPNEDA will be the single window clearance agency.
  • Energy banking.
  • Electricity duty exemption for 10 year to projects selling power to DISCOMs, or for captive consumption or third party sale.

Empowered Committee

 

Will be constituted under the chairmanship of the Chief Secretary of the state to resolve key bottlenecks in implementation of this policy and resolve any other inter-departmental issues.

R & D Activities

 

State government shall set up Solar Research & Development, Testing and Standardization facility in two institutes/universities in UP.

Skill Development and Capacity Building

  • UPNEDA shall design training programmes in association with the National Institute of Solar Energy (NISE) to train electricians, mechanical and civil experts on solar.
  • UPNEDA will provide certification under these development programmes.
