Wind Power Project

  • Sale of power to DISCOM/RUVNL using competitive bidding mechanism facility to power developer.
  • Power developer is eligible for sale of non-solar certificate.
  • For captive use, power plant capacity cannot exceed contract demand. In case of third party sale by power plant, the capacity cap is removed.

Wind Power Plant with Storage

  •  DISCOM will purchase a minimum 5% of RPO target (in terms of capacity MW) from wind storage project.
  • Minimum capacity of storage system must be half of installed capacity of the wind project.

Repowering of Wind Power Project

  • Repowering of plants more than 10 years of age.
  • After repowering, the power generated, equivalent to average of the last 3 years, will be procured according to PPA, and the additional power will be purchased at the competitive bidding rate.
  • Load flow study will be provided by DISCOM/RVPN.

Third Party/Captive use

  • For captive use and third party sale, agreement for wheeling and banking must be signed with DISCOM.
  • For transmission, agreement with RVPN is required.

Allotment/Procurement of Land

Government Land

  • Allotment will be made as per Rajasthan Land Revenue (Allotment of land for setting of power plant based on RE sources) Rules 2007, as amended from time to time.
  • Land will be allotted against security deposit of Rs.1 Lakh/MW in favour of RREC.
  • Security deposit will be forfeited in case the allotted land is not used within the specified period as mentioned in the allotment rules.

Private Land

  • Developers will be allowed to set up hybrid power plants on private agricultural land without requiring land conversion.
  • Developers will also be used to acquire/hold private land in excess of ceiling limits from title holders for setting up of hybrid power plant.
  • Stamp duty on land used for hybrid power plant will be twice that for agricultural land in the same area.

Registration of Wind Power Project

  • Developers and power producers need to pay the following charges:

For projects

Rs.50,000/MW

For projects ≥ 100 MW

Rs.5 million/project

  • GST and other charges will be applicable. Registration will not confer rights to the applicant.
  • Developer/power producer can transfer registration or part thereof to ‘holding’, ‘subsidiary’, ‘fellow subsidiary’ and ‘ultimate holding’ company with permission from RREC.

In-Principle Clearance

Project clearance is based on Committee examining:

  • Detailed project report.
  • Financial capability of the power producer.
  • Availability of power evacuation system for proposed project.
  • PPA agreement between energy producer and consumer.

 

OTHER PROVISIONS

 

Incentives to  Wind Equipment Manufacturers

  • Land allotted at 50% concession.
  • Full exemption on stamp duty and electricity duty.
  • SGST subsidy and employment subsidy.

Hybridisation of Thermal Power Plant

  • Setting up of RE plants will be permitted.
  • Power from RE plants can be used to meet scheduled generation of thermal power plant.
  • Any gain from sale of RE power must be shared with DISCOM.

Rajasthan Renewable Energy Development Fund

  • Specified charges will be paid by the producer for up-gradation and maintenance of grid. Charges will be paid for the entire lifetime of the project. Fees will be paid according to installed solar capacity.

  • Bids before commencement of policy will be charged at Rs.0.1milllion/MW/year.
  • Contribution is waived off for sale of power to DISCOMs and for captive consumption.

Incentives and Facilities for Captive use or Third Party Sale

  • Electricity banking facility on yearly basis.
  • Exemption from electricity duty.
  • Transmission and wheeling charges:
    • For intra-state. transmission @ 50%
      • For inter-state, @ 25% of Commission approved charges.
