Applicable Technologies

  • Biomethanation, combustion, gasification, pyrolysis, or a combination thereof, or any new technology approved by MNRE.
  • Biogas projects based either on 100% biogas engines or steam turbines with a minimum steam pressure of 42bar.
  • Bio-CNG/enriched biogas must meet the BIS specifications as per IS 16087: 2013

 

Eligibility Conditions

  • Projects based on any bio-waste unmixed or mixed with other renewable wastes up to 10%, bio-CNG/enriched biogas generation projects.
  • Biogas generation projects based on distillery effluents and wastes from fossil fuels and waste heat (flue gases) shall not be supported.
  • Cattle dung-based power generation projects up to 250 kW capacity will not be considered.

Policy Goals

  • Promote setting up of projects for recovery of energy from biogas, bio-CNG, enriched biogas, urban/industrial/agricultural wastes.
  • Promote use of bio energy for captive power and thermal use.

Capital Subsidy

Biogas generation

Rs.1 crore/12,000 cubic meters of biogas per day, subject to maximum Rs.10 crore per project.

Power generation

Rs.3 crore/MW, subject to maximum Rs.10 crore per project.

Power generating unit at a prior existing unit

Rs.2 crore/MW, subject to maximum Rs.10 crore per project.

Bio-CNG/enriched biogas

Rs.4 crore/MW, subject to maximum Rs.10 crore per project.

Bio-CNG at a prior existing unit

Rs.3 crore/MW, subject to maximum Rs.10 crore per project.

Gasifier thermal in industries/villages

Rs.2 lakh/300 kW, subject to maximum Rs. 10 crore per project.

Gasifier electrical in industries/villages

Rs.2,500/kW with dual fuel engine, subject to maximum Rs.10 crore per project.

Rs.15,000/kW with 100% gas engine, subject to maximum Rs.10 crore per project.

 

OTHER PROVISIONS

 

Implementation arrangement

  • Implemented through:
    • State nodal agencies
    • Urban local bodies
    • Municipal corporations
    • Private or public sector enterprises or organizations
    • Energy service companies
  • Waste to energy project proposals for financial support to be submitted to the ministry through financial institutions.
  • Gasifier project proposals to be directly submitted to the ministry through SNA.
  • No DPR is required for gasifier based small off-grid distributed power/thermal projects of size up to 100 kW.

 

Incentives to State Nodal Agency

@1% of the eligible CFA, subject to maximum of Rs.5 lakh per project.

Incentives for promotional activities

For organizing training courses, business meets, seminars/workshops and publicity/awareness on case-to-case basis, subject to a maximum of Rs.3 lakh per event/activity.

Successful commissioning of projects (operation for three months), including continuous operation for at least 72 hours at minimum 80% of rated capacity.

 

Biomass gasifier

Successful commissioning of projects (operation for three months), including continuous operation for at least 72 hours at minimum 60% of rated capacity.

 

State Nodal Agencies

At the time of settlement of account of the project.
