Incentives

 

  • Industrial land and government land will be made available for RE projects.
  • Infrastructure beyond the interconnection point will be the responsibility of the DISCOM.
  • No cross-subsidy charges will be levied and only 20% of wheeling charges will be applicable for sale of power through open access.

Tax Exemptions

 

  • Exemption from electricity duty and cess for a period of 5 years from the date of commissioning.
  • Testing charges of Engineer-in-Chief are waived.
  • Supervision charges by Odisha Power Transmission Company Limited (OPTCL) are reduced to 5% from 20% of the capital cost.

Evacuation Arrangement

 

  • OPTCL is responsible for connection up to the interconnection point.
  • For land-based solar projects, OPTCL is responsible for projects with capacity of 10 MW and above, and the distribution licensee is responsible for projects with capacity less than 10 MW.
  • Solar park developer has to develop pooling station within the solar park.

 

OTHER PROVISIONS

 

Land

 

  • Land should be arranged by the developer for land-based solar energy projects and projects on consumer side of the meter.
  • There will be no lease charge for land allotted for setting up of canal-top/banks solar PV plants. Water bodies should be allotted without any land cost.
  • Government would develop a land bank database to identify potential sites for development of solar parks.
  • Land allocation for small hydro power projects is the responsibility of the Engineer-in-Chief.
  • For wind power and biomass power projects, Government of Orissa would allot land to project developers.
  • For MSW to energy projects, urban local bodies would allot land to project developers.
  • Sites identified by nodal agency will only be allowed for development of small hydro projects.

Solar Parks

 

  • Two types will be developed under this scheme:

1) Where GEDCOL will provide land to the project developer for 30 years on lease/rent basis and the solar project developer will pay facilitation charges for allotment of capacity in the solar park. The minimum size of such a solar plant would be 10 MW.

2) Private project developer will identify land and develop the park.

Orissa Renewable Energy Development Fund

The fund must be created within 6 months of the notification of the policy and utilized for the creation and development of infrastructure for power evacuation.

Sale of Power

 

Projects selected can sell power to any entity within or outside the state. However, the project developer will have to participate in the bid or negotiate with the purchaser for sale of energy.

MSW Availability

 

Urban local bodies will be responsible for supplying MSW free of cost. In case the developer is also involved in collecting MSW, the cost will be accounted for separately and electricity consumers will not be burdened with such cost.
