Assam Solar Energy Policy, 2017

HIGHLIGHTS

 

Nodal Department

Power Department, Government of Assam – Responsible for formulating and notifying relevant applicable guidelines and procedures for the purpose of governing the provisions of the policy. 

Nodal Agency

Assam Power Distribution Company Limited – Responsible for registration, facilitating power evacuation and/or open access, facilitating and processing proposals for availing subsidy. 

Implementing Agency

Assam Energy Development Agency – Responsible for executing non-conventional conventional projects, community awareness projects and research projects which are isolated and not connected to the grid under the policy, accrediting solar projects under REC mechanism. 

Policy Period

From 28th January, 2018 to 31st March, 2020 unless modified or superseded by another policy.

All registered companies, firms, societies, Government entities, consumers of DISCOM and individuals.

Incentives

  • Transmission and wheeling charges shall be exempted for sale of power inside state under this policy.
  • Exemption from payment of electricity duty and cess for a period of 3 years from the date of commissioning.
  • Absolved from getting clearances from district or state government authorities on land or property under this policy unless it is barred from acquiring by any act, rule, judicial or executive order.
  • Various concessions from MNRE, Ministry of electronics and information technology shall be available for projects.

 

OTHER PROVISIONS

 

Solar Parks

  • Minimum capacity – 20 MW

  • SPPD – APGCL or any other agency notified by government of Assam

  • Selection of Projects and Tariff – Through competitive bidding conducted by APDCL

  • Sale of power – 100% of the energy produced to the APDCL

  • Guaranteed payment security mechanism to the investors to be evolved by the state government

  • Solar Park development framework – Under the overall guideline of MNRE and as decided by the SPPD from time to time.

Grid Connected Roof top Projects

  • To be promoted through CAPEX and RESCO model in gross or EXIM metering on premises of Government, social, institutional, residential, commercial and industrial sector.

EXIM Metering –

  • Consumer shall pay prevailing tariff for his category for energy consumed in a month from the grid.

  • Consumer shall receive 75% of the APPC rate for the amount of electricity injected into the grid during a month and the amount shall be adjusted from the monthly bill.

  • No payment shall be made by APDCL for any excess energy injected from the RTS Plant to the grid beyond 9oo/o of the energy consumed from the grid during the billing cycle.

  • SDEs shall be empowered to sanction up to 500 kW.

  • Above 500 kW and up to 1000 kW connection shall be sanctioned by the concerned official of APDCL.

Gross Metering –

  • Tariff shall be determined through competitive bidding approved by AERCA.

  • Minimum size at a single location – 1 kW

  • Maximum size at a single location – 1000 kW

  • Maximum capacity to be installed at a consumer establishment and as a percentage of distribution transformation capacity.

  • No permission is required from building development authority except from airport authority of India for buildings located near airport

  • The modalities for implementation of RTS plant including metering, billing, settlement & technical aspects etc. shall be issued by APDCL within 30 days from the date of gazette notification of this policy.

Sale of Power to APDCL by Private Developers

  • Guidelines to be finalized by APDCL

  • Capacity of plant – 3MW to 20 MW

  • Sale at tariff determined through competitive bidding

  • 25 years PPA with the generators

  • APDCL may or may not set up evacuation facility

  • Guaranteed payment security mechanism would be evolved by the state government 

Sale of Power from Solar Power Plants to any Entity other than APDCL

  • Third party sale within or outside the state

  • Generator will be responsible for land acquiring.

  • Modalities for implementation shall be issued by APDCL in consultation with AERC.

  • Any applicant seeking to connect to the distribution system within the state should be allowed if –

    • It is minimum of 1 MW capacity

    • The consumer has a minimum of 1 MW connected load

  • Maximum allowable plant capacity shall be guided by the transmission and evacuation capacity of the network.

  • The wheeling and transmission arrangement will be executed separately.

  • Cost of evacuation of power from interconnection point to the grid substation shall be borne by the generator.

  • To be developed under CERC specified mechanism.

  • The modalities for implementation of projects under this category will be developed by APDCL in consultation with AERC.

  • Land shall be arranged by developer.

  • Generators may approach the designated agency for accreditation.

  • Administrative procedure shall be as per CERC notification

  • Minimum capacity – 250 kW or as specified by CERC/AERC.

Plants developed under Central Government or any other State Government Scheme

  • State shall encourage development of projects under central government schemes or any other scheme announced by the state government from time to time.

  • AERC shall issue suitable framework from time to time for projects developed under central government.

Captive Plants

  • Encouragement to set up captive plants or sale to third party within or outside the state.

  • Maximum allowable plant capacity shall be guided by the transmission and evacuation capacity of the network.
  • Modalities for implementation and grid connectivity shall be issued by APDCL.

  • Projects shall be developed in any of the following ways –

  • The generator shall consume at least 51% of electricity generated and the surplus may be sold either to APDCL @75% of the of the APPC rate or to any entity within or outside the state.

  • Plants availing open access for third party sale within the state shall be exempted on wheeling, transmission & cross subsidy surcharge for a period of 3 years.

  • Plants availing open access for third party sale outside the state shall be liable to pay wheeling, transmission & cross subsidy surcharge as applicable to normal open access consumer.

Solar PV Pumps

  • Relevant authority of concerned department, namely agriculture, irrigation, horticulture etc., shall identify the priority areas.

  • Up to 30% capital subsidy by the state.

  • Nodal agency – state agriculture department

  • Modalities of the scheme shall be developed within 30 days from notification of the policy.

Other Decentralized Solar PV Applications

  • Solar home light, solar street light and off-grid solar power plants for use in standalone mode by individuals and communities in rural and urban areas.

  • Up to 20% capital subsidy for solar street lights.

  • Solar home lighting systems shall be promoted under state bufgetary support.

  • Up to 30% capital subsidy for implementation of off-grid solar power plants in rural and remote areas

  • Support to local entrepreneur and user association

Mini/micro-grid Solar Power Plants

  • For electrification of un-electrified villages

  • Identification of priority areas not catered by Deen Dayal Upadhaya Gram Jyoti Yojana (DDUGJY) by the nodal agency.

  • Projects to be developed under DDUGJY scheme.

  • Administrative guidelines issued by rural electrification corporation shall be followed.

Metering Systems

As per the provisions of the Central Electricity Authority and amendments thereto.

Land

Project shall be responsible for obtaining land for setting up and operating project.

Registration

  • All generators entrusted directly for development of plants shall be registered with the APDCL prior to execution of work.

·         Projects that have started works prior to notification of this policy shall also get registered with APDCL.
