Brief overview of Policy in India
Policies and regulations lay down guiding principles for accelerated development of RE in a sustained manner, albeit within the legal boundaries and for the benefit of the society as a whole. According to the Schedule VII of the Indian Constitution, energy is a concurrent subject, i.e., both the Central government and the state governments have legislative authorities to issue policies and regulations relevant to the energy sector. Thus adoption of policies and regulations occur simultaneously at both levels – central government and the state governments. However, in the recent past, policy guidelines issued by the central government dominated that by the state governments as bulk of the project capacities are allotted and installed under the aegis the central government policies. In contrast, when it comes to regulations, since the introduction of the Electricity Act 2003, states play a dominant role in formulating regulations and enforcing these through respective state electricity regulatory commissions. The central electricity regulatory commission – the apex body for issuing regulations at the central level and for the union territories – function as a guiding agency for formulation of regulations at the state level. Besides, the highlights of evolving policy and regulatory landscape is being captured in this section in a continuous manner. This section also portrays few user friendly infographics to provide a snapshot of RE policy evolution over last decade, major RE policies in force during 2017-18, state wise RPO targets vs. national RPO targets during 2017-18 etc.
