Technical Standards

Mini-grid projects with installed capacity above 50kWp shall ensure technical standards for construction of power distribution network (PDN) asper the following options:

 

  • Per construction manual for design and construction of lines issued by Rural Electrification and Secondary System Planning Organization (RESSPO), Uttar Pradesh Power Corporation Limited (UPPCL)

or

  • The Central Electricity Authority (CEA) (Measures relating to Safety and Electric Supply) Regulations, 2010.

 

Mini-grid projects up to 50kWp shall follow the following standards while constructing the distribution network for supplying electricity to consumers:

  • Poles made of Portland cement concrete, i.e. PCC.
  • Polyvinyl Chloride (i.e. PVC), covered aluminum cable supported by galvanized iron wire.
  • Service connections to be provided only through junction boxes mounted on the pole.
  • Interconnection of the mini-grid renewable energy system (MRES) with distribution licensee’s system shall comply with CEA (Technical Standards for connectivity of the Distributed Generation Resources) Regulations, 2013, and amendments thereof.
  • Cost of interconnection from MRES to interconnection point shall be borne by the mini-grid operator (MGO).
  • The installations of electrical equipment shall comply with the CEA (Measures of Safety and Electricity Supply) Regulations, 2010, and amendments thereof.
  • Meters and their installation and operation shall follow relevant regulations notified by CEA from time to time.
  • Distribution licensee shall install meter at the point of interconnection, at its own cost.
  • The MGO shall install a generation meter and meter(s) at each of the outgoing feeder(s).

Operational framework

  • Tariff determined through the UPERC (Captive and Renewable Energy Generating Plants) Regulations, 2014, and amendments thereof, shall be applicable for purchase of power by distribution licensee from the MRES.
  • Distribution licensee shall enter into PPA with the MGO within one month of receipt of notice for purchase of electricity from the MRES.
  • The MGO may be engaged as distribution franchisee (DF) by the licensee.
  • The MGO and the consumer shall mutually decide on the billing cycle which shall be on monthly/bi-monthly basis.
  • The MGO shall submit generation reports to the UPERC and the state nodal agency on quarterly basis.
  • Electricity generated from the MRES shall be accounted towards RPO of the distribution licensee.
  • The applicability of the REC shall be regulated in accordance with the Central Electricity Regulatory Commission (Terms and Conditions for recognition and issuance of Renewable Energy Certificate for Renewable Energy Generation) Regulations, 2010, and amendments thereof.
  • The REC benefit, if applicable to the mini-grid project, shall be passed on to the concerned licensee.

Contractual framework

  • The capacity intimated to the Commission, the state nodal agency and the distribution licensee shall qualify for the PPA.
  • The MGO intending to migrate shall inform the Commission, the state agency and the concerned licensee, for migration to another option with a proposed model.
  • State nodal agency after receiving the intimation shall facilitate the migration process.
  • The MGO shall be allowed to exit the mini-grid area after giving 90 days prior intimation to the Commission, state nodal agency and the concerned distribution licensee.

Payment and Dispute resolution

  • The Technical Committee shall facilitate implementation of mini-grid projects in Uttar Pradesh.
  • The Committee shall resolve or facilitate resolution of disputes arising between the distribution licensee and the MGO.
  • If dispute is not resolved within three months, the aggrieved party may approach the Commission.
