  • Prescribed targets shall include energy already purchased from renewable sources.
  • Power purchase would continue as per the signed power purchase agreement even if the procured power exceeds the targets as specified above.
  • If solar power purchase exceeds solar RPO and the utility is unable to sell REC for excess power, the excess solar power purchased may be used to meet non-solar RPO. However, the opposite shall not hold.
  • Compliance (FY 2015-16) - 41.00%
Obligated Entities
  • Distribution licensee (or any other entity procuring power on their behalf).
  • Any person consuming electricity  generated from conventional captive generating plant having capacity of 1 MW and above, and/or procured from conventional generation through open access and third party sale.
Ways to meet RPO

Power purchase, renewable energy certificate purchase.

Certificates
  • RPO can be fulfilled through purchase of solar and non-solar renewable energy certificates to meet target electricity consumption generated from respective sources.
  • Obligated entity shall deposit certificates purchased on the state agency following detailed procedure issued by the central agency. However, the state agency may prepare detailed procedure for its own functions and submit it to the Commission for approval.

Effect of default
  • In case of non-fulfilment of RPO and also non-purchase of certificates, the Commission may direct the obligated entity to depositan amount into a fund created and maintained by the state agency.
  • The fund shall be used for purchase of certificates, and building evacuation infrastructure for renewable energy or any other cause related to RE development.
  • Before using the fund, the user needs to take approval from the Commission.
