HIGHLIGHTS

 

Eligibility to seek Open Access

  • The licensees, generating companies, captive generating plants and consumers shall be eligible for open access to the intra-state transmission system of the State Transmission Utility, or any transmission licensee, on payment of transmission and other charges.
  • The licensees, generating stations, captive generating plants and consumers shall be eligible for open access to distribution system of a distribution licensee on payment of the wheeling and other charges as may be determined by the Commission from time to time.
  • An un-discharged insolvent, or a person having outstanding dues against him for more than two months billing by distribution/transmission licensee at the time of application, shall not be eligible for open access.

Connectivity charges and procedure

Intra-state transmission system:

  • Any consumer having contracted demand of 10 MW and above, or a consumer availing supply at 66 kV and above, or a generating station having capacity of 15 MW and above, or a generating station requiring connectivity at 66 kV and above.
  • Generating stations based on new and renewable energy sources  will be provided connectivity at any voltage.
  • An application for connectivity shall be made to the STU and decision will be intimated in 30 days.
  • A non-refundable fee as specified below:

Quantum of power to be injected, off take into/ from Intra-state Transmission and/or Distribution System.

Distribution System

  • Any consumer having contracted demand of less than 10 MW, or a consumer availing supply at 33 kV and below, or a generating station having installed capacity less than 15 MW, or a generating station requiring connectivity at 33 kV and below, to apply to the distribution licensee for connectivity and decision within 30 days.
  • Non-refundable fee of Rs.50,000 (for renewable and cogeneration).

·         Applicability: Open Access for a period exceeding 12 years but not exceeding 25 years

·         Applicant shall apply to nodal agency as per the location of injection and drawal point.

·         Applicant shall apply to nodal agency as per the location of injection and drawal point with bank guaranty of Rs. 2000 per MW or part therof

·         Applicability: Open access for a period up to one month at a time

·         Applicant shall apply to nodal agency as per the location of injection and drawal point.

OTHER PROVISIONS

 

Allotment priority

  • Priority 1: Distribution licensee, irrespective of Open Access term.
  • Priority 2: Other Long-term Open Access applicants.
  • Priority 3: Other Medium-term Open Access applicants.
  • Priority 4: Other Short-term Open Access applicants.

Open Access charges

  • 40% for wind and 30% for solar, of each of the transmission, wheeling and scheduling and system operation charges, as applicable.
  • Bagasse: 60% of charges of conventional power.
  • Biomass: 50% of charges of conventional power.

Cross Subsidy Surcharge:

  • Solar, wind, bagasse, biomass: 50% of conventional for third party open access consumers.

Scheduling and Metering

Scheduling:

  • Scheduling of inter-state open access transactions shall be as specified by the Central Commission whereas for intra-state it will be by SLDC.
  • Charges: RLDC, ULDC and SLDC charges as applicable.
  • For bagasse: 60% of charges as applicable to conventional power.
  • For biomass: 50% of charges as applicable to conventional power.

Metering:

  • Special Energy Meters (ABT compliant interface meters) shall be installed.

Energy losses

Transmission losses:

  • Generators will have to bear the actual line losses in kind, as specified in respective orders.
  • Inter-state: Customer shall bear the loss, as specified by the Central Commission.
  • Intra-state: Customer shall bear the loss, as specified by SLDC.

Distribution Loss:

  • Borne by the customer, estimated by the licensee and furnished to the Commission.

Imbalance and Reactive Energy charges

  • Deviations between the schedule and the actual injection/drawal in respect of an open access consumer who is not a consumer of the distribution licensee, and the generator, shall come under the purview of the intra-state ABT.
  • Settled, based on the composite accounts for imbalance transactions issued by SLDC, on a weekly cycle, in accordance with the UI charges specified by the Commission.
  • Till the implementation of Intra-state ABT, the imbalance charge shall be at the UI rate of CERC. Standby support shall not be available for the open access consumer who is not a consumer of the distribution licensee.

Overdrawal:

  • Payment for the energy/demand over and above the permitted energy/demand shall have to be made at the excess energy/demand charges as specified by the Commission.

Underdrawal:

  • The consumer shall pay at the applicable tariff rates of that category of consumer, as determined by the Commission.
  • For non-availability of distribution system: Customer shall be compensated by the distribution licensee at the average power purchase cost of the distribution licensee.

Banking of renewable energy generation:

  • Wind: For a period of twelve months in a financial year, the energy generated during one month would be adjusted against consumption of that month and the remaining energy would be treated as banked energy.
  • One year banking period for wind energy generators under REC scheme. Charges @ 12% in kind. Wind energy generators under REC scheme are allowed to en-cash 75% of the applicable rates notified by the Commission in the orders issued on pooled cost of power purchase.

Reactive Energy Charges:

  • As per order on Open Access charges issued from time to time and in accordance with provisions stipulated in the Commission’s State Grid Code, or Regulations, or Orders in force.
  • Wind: 25 paise/kVARh for drawal of reactive power up to 10% of the net active energy generated. For drawal above 10% of net active energy generated, charges would be double.
