Sikkim State Electricity Regulatory Commission (Forecasting, Scheduling, Deviation Settlement and Related Matters of Solar and Wind Generation Sources) Regulations, 2018

HIGHLIGHTS

 

Eligible Entities

  • All wind and solar generators of capacity 1 MW and above.

 

Forecasting & Scheduling Code

  • Qualified Coordinating Agency (QCA) or the wind and solar generator shall provide day-ahead and week-ahead schedule to the SLDC.
  • Day-ahead schedule – At intervals of 15 minutes for the next day, starting from 00:00 hrs of that day.
  • Week-ahead schedule – Same as for day-ahead schedule, for next seven days.  
  • Revision can be done by giving notice; effective from the 4th time block - the 1st being when notice was given.
  • One revision in each of one-and-a-half-hour block subject to maximum of 16 revisions on a day.

 

Role of QCA and Implementation

  • One QCA for each pooling sub-station or generating station registered with SLDC.
  • QCA shall be the single point of contact with respect to:
    • Meter reading, data collection and its communication.
    • Coordination between distribution licensee, SLDC and other agencies.
    • Commercial settlements between generators and their counter parties.
    • All other ancillary or incidental matters.

 

Commercial and Deviation Settlement

  • Generators connected to the state grid and selling power within the state, to be paid as per actual generation.
  • Generators connected to the state grid and selling power outside the state, to be paid as per scheduled generation.

 

 

OTHER PROVISIONS

 

Deviation charges for sale of power within the state

Under or over injection (for plants commissioned before the date of notification).

At Rs.0.50 per unit for the shortfall or excess beyond 15% and up to 25% + Rs.1.00 per unit for balance energy beyond 25% and up to 35% + Rs.1.50 per unit for balance energy beyond 35%.

 

Payment Mechanism

  • The QCA shall undertake all commercial settlements on behalf of generators connected to the respective pooling stations.
