  • In case of inadequate supply of solar and other energy sources, wind and other source based consumption shall be considered for fulfilling RPO.
  • Obligations are inclusive of purchases from RE sources already being made.
  • Power purchase from renewable energy sources under existing power purchase agreement shall continue till their present validity.

 

Obligated Entities

Distribution licensees, conventional captive generating plants having capacity of 5 MW and above and conventional generation through open access and third party sale.

 

Ways to Meet RPO

Certificates

  • Obligation to fulfill RPO from non-solar sources and solar sources shall be fulfilled by purchase of non-solar and solar certificates respectively.
  • Certificates purchased by obligated entities shall be submitted to the Commission within 15 days from purchase.

Effect of Default

  • In case of failure to fulfill RPO, obligated entities may be directed by the Commission to create and maintain a separate fund and deposit in such fund an amount as determined by the Commission based on the shortfall in units and forbearance price.
  • Fund so created shall be used to purchase certificates and for creation of transmission infrastructure for evacuation of power from renewable energy plants.

 

Compulsory Procurement

  • Distribution licensees shall compulsorily procure 100% power produced from waste-to-energy projects at tariff discovered through the competitive bidding process.
