Obligated Entities
  •  Distribution licensee including deemed licensee.
  • Open access consumers with contract demand above 1 MW.
  • Captive consumer with installed capacity 1 MW or above.

Ways to Meet RPO
  • Purchase of renewable energy or REC.
  • Excess solar energy can be used to meet RPO target up to 15 % of total FY target.

Certificates
  •  Solar RECs should be purchased to fulfill solar obligations and non-solar RECs should be purchased to fulfill non-solar obligations.
  • Certificates thus purchased shall be deposited to the State Agency in accordance with detailed procedure issued by Central Authority.

 

Other Provisions of the Regulation
Monitoring and Implementation Framework
  •  State agency will develop web portal for RPO compliance and reporting by March 2020.
  • Obligated entity must submit monthly electricity and quantum RE procured.
Effect of Default  Obligated entity failing to submit RE procurement document within 45 days from end of FY will attract fine of Rs.100/ day. Any further  delay will attract penalty according to section 142, EA 2003.
Power to Relax  State Commission have authority to relax provision in RPO in general or for specific case.
