Gujarat Electricity Regulatory Commission (Forecasting, Scheduling, Deviation Settlement and Related Matters of Solar and Wind Generation Sources) Regulations, 2017

HIGHLIGHTS

 

Eligible Entities

  • All wind and solar energy generators with individual or combined capacity of 1 MW and above connected to the state grid independently or through pooling station.
  • All wind and solar generators of any capacity connected to the state grid through pooling stations with total capacity of 1 MW and above.
  • Deviation settlement for the regional entities will be according to the Central Electricity Regulatory Commission (Deviation Settlement Mechanism and Related Matters) Regulations, 2014, as amended from time to time.

Forecasting & Scheduling Code

  • Qualified Coordinating Agency (QCA) shall provide Day-ahead and Week ahead by 9 AM everyday schedule to the SLDC.
  • Day-ahead schedule for solar– At intervals of 15 minutes for the next day, starting from 05:30 hrs to 19:00 hrs of that day. Maximum 9 revision on that day allowed
  • Day-ahead schedule for wind– At intervals of 15 minutes for the next day, starting from 00:00 hrs of that day. Maximum 16 revision on that day allowed
  • One revision for each of one-and-a-half-hour time block subject to respective revisions on a day.
  • Revision can be done by giving notice; effective from the 4th time block -the1st being when notice was given.

Role of QCA and Implementation

  • One QCA for each pooling sub-station or generating station registered with SLDC.
  • Minimum 1 year experience in power Forecasting and Scheduling.
  • QCA shall be the single point of contact with respect to:
    • Meter reading, data collection and its communication.
    • Provide schedule on behalf of generators to transmission licensee, State transmission licensee, distribution licensee networks.
    • Coordination between distribution licensee, SLDC and other agencies.
    • Commercial settlements between generators and their counterparties.
    • All other ancillary or incidental matters.

 

OTHER PROVISIONS

 

Deviation charges for sale of power within the state

Under or over injection (for Wind plants commissioned before the date of notification).

Absolute Error in the 15-min time block

None.

>12% but ≤ 20%

At Rs.0.25 per unit.

>20% but ≤28%

At Rs.0.25 per unit for the shortfall or excess beyond 15% and up to 25% + Rs.0.50 per unit for balance energy beyond 20% and up to 28%.

>28%

At Rs.0.25 per unit for the shortfall or excess beyond 12% and up to 20% + Rs.0.50 per unit for balance energy beyond 20% and up to 28% + Rs.0.75 per unit for balance energy beyond 28%.

Deviation charges for sale of power within the state

Under or over injection (for Solar plants commissioned before the date of notification).

At Rs.0.25 per unit.

>15% but ≤23%

At Rs.0.25 per unit for the shortfall or excess beyond 7% and up to 15% + Rs.0.50 per unit for balance energy beyond 15% and up to 23%.

At Rs.0.25 per unit for the shortfall or excess beyond 7% and up to 15% + Rs.0.50 per unit for balance energy beyond 15% and up to 23% + Rs.0.75 per unit for balance energy beyond 23%.

Payment Mechanism

  • Commercial settlement on account of deviations respective to pooling sub-stations to be settled on a monthly basis.

Metering

  • Special Energy Meter to record parameters in every 15 minute time block.
  • Data telemetry shall be adopted at the turbine/inverter or plant level as considered appropriate by SLDC.
