APERC (Power Evacuation from Captive Generation, Co-generation and
Renewable Energy Source Power Plants) Regulations, 2017

June 6, 2017 onwards

Power Evacuation

  • Independent producers will be connected to the nearest grid substation.
  • Solar and wind power projects set up in cluster will be connected to the grid substation through erection of transmission lines. 

Power Evacuation Capacities

  • At 11 kV level to the existing 33/11 kV substation – up to 3 MW.
  • At 33 kV level to the existing 33/11 kV substation – up to 10 MW.
  • At 33 kV level to the EHT substation – up to 40 MW, subject to availability of transformation capacity.

  • Evacuation may be done in one or more circuits, subject to per circuit loading of:
    • Up to 25 MW for wind power plants.
    • Up to 20 MW for all other plants.
  • Wind and solar farms shall maintain a power factor of 0.98 (absorbing).
  • 3 km/hr wind speed for determining line capacity for evacuation of wind power at 11 kV or 33 kV level.
  • 6km/hr wind speed for determining line capacity for evacuation of wind power from pooling substation to EHT substation, at EHT voltage, using ACSR and Zebra conductors. 

Bearer of Cost of Evacuation

Project Category

Cost Bearer

Individual solar, wind, biomass, municipal solid waste and co-generation.

Entirely by the power producer.

Solar or wind projects under cluster scheme at 33 kV level.

Project developer

Solar or wind projects under cluster scheme at EHT level.

Project developer

Small hydro projects.

  • Up to 2 km – by project developer.

  • Beyond 2 km – by APTRANSCO/ DISCOM.

 

 

OTHER PROVISIONS

 

Metering arrangement

  • As per the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006, as amended from time to time.
  • For existing projects, the present metering arrangement may be continued. 

Cost of metering

Solar, wind, biomass, municipal solid waste, and co-generation projects – power producer shall bear the cost. 

Execution of work

Two options:
  • By the project developer against a payment of 10% supervision charges.
  • By the licensee against a payment of estimated cost by the developer. 

Testing, commissioning and synchronization with the grid

  • Project developer or power producer shall apply to the DISCOM for temporary power supply, during construction, against tariff rates determined by the Commission.
  • After complete erection of the evacuation infrastructure, the concerned officials shall inspect the system and confirm readiness for energization.

  • After witnessing the testing and upon satisfactory performance of generating companies, permission for synchronization with the grid shall be allowed.   

Maintenance responsibilities

  • Generating company – terminal equipment at the generating station.
  • Licensee – transmission line and terminal equipment at its substation.
  • Cost – shall be considered as pass-through in the respective tariff orders.
