HIGHLIGHTS

 

Nodal Agency

Jharkhand Renewable Energy Development Agency. Role of the State Nodal Agency will be –
  • Announcement of scheme to implement the targets specified under the policy
  • Undertaking the process for allotment of the solar roof top power capacities
  • Facilitation in obtaining clearances and approvals from various government departments for development of solar roof top power plants
  • Supporting the distribution licensee in developing the protocols and procedures
  • Facilitating identification of roof top under the state government jurisdiction and it may charge nominal fees for that
  • Supporting in availing subsidy
  • Coordinating with Housing and Urban Development Department, identify and recommend amendments in existing bye laws
  • Organizing capacity building and building awareness among citizens
  • Arranging formulation of annual strategy report for overall development of the sector
  • Ensuring accessibility of standardized equipment
  • Providing inputs to the MNRE for specifying new standards or amending existing standards for different components of roof top solar plants
  • Fixing up rate contracts through open bidding system from time to time and circulating the list of empaneled vendors
  • Providing support for accreditation and registration for renewable energy certificates

Eligibility

Any person including a company, body corporate, association, body of individuals will be eligible provided the plant is set up for following purposes –
  • Captive use/self-consumption
  • Sale to the distribution licensee of the state
  • Sale to person or entity other than distribution licensees 

Operative Period

  • From date of notification till the time a new policy is issued
  • Power plants installed within operative period shall be eligible for incentives for a period of five years from date of commissioning unless the incentive period is explicitly mentioned

Scope

Applicable to grid connected solar rooftop power plants and ground mounted small power plants (up to 500 kWp) commissioned within the premises of the consumers 

Tariff

Shall be determined by the JSERC 

Incentives

  • Applicable for grid connected rooftop solar power generation by residential consumers
  • Government of India subsidy

  • Exemption from charges for conversion of house tax to commercial tax by the residential consumers

  • Height of the module structure shall not be counted in total height of the building

  • Exemption from obtaining NOC/consent for establishment, operation and public hearing under the pollution control laws

  • All projects shall be eligible for REC benefits

  • Solar industry shall be declared as the priority industry

Sale within the state as per the EA, 2003 and orders and regulations issued by JSERC

Minimum Capacity Requirement

  • All educational institutes, district institutes of education and training, hostels having connected load of 30 kW and above
  • All government buildings and offices having connected load of 30 kW and above

All private hospitals and nursing homes, industrial establishments, commercial establishments, malls, hotels, motels, banquet halls and tourism complexes having connected load of

50 kW to 1000 kW (premises without diesel genset)

Minimum 5% of connected load or 50 kWp, whichever is higher

All new housing complexes developed by group housing societies, builders, housing boards, on a plot size of

OTHER PROVISIONS

 

Implementation Plan

  • Modalities of implementing this policy will be issued by DISCOM in consultation with JREDA within 30 days from the date of issue of this policy
  • Development of plants shall be promoted through –
    • Generation and sale of electricity to the distribution licensee of the state at a feed-in tariff determined by JSERC
    • Generation and sale of electricity to a person/entity other than DISCOM (RESCO model) under the provisions announced by JSERC
    • Generation, captive consumption and sale of surplus electricity under group net metering and virtual net metering process  
  • Government/public and private institutions will be encouraged to deploy rooftop solar power plants.

Role of Distribution Licensee

  • For each billing period DISCOM shall separately show the quantum of electricity generated, imported and exported by the consumer, net electricity billed for payment to the consumer and the net units of electricity carried over to the next billing period.
  • DISCOM shall make available online all the above billing data.
  • Promote online applications
  • DISCOM shall show online status of online and offline applications
  • DISCOM will maintain a database on application requests, approval status, installation and commissioning data which will be submitted to SNA every quarter
  • On request of SNA, DISCOM shall provide load status of distribution transformers on its network
  • DISCOM shall publish online installed capacity with respect to distribution transformers
  • For plants with capacity up to 100 kWp respective DISCOM shall conduct inspection and verification before installing net meter

Metering and Billing Arrangement

  • In compliance with JSERC Net Metering Regulations and Guidelines; Central Electricity Authority (Installation and Operation of Meters) Regulations and its amendments.
  • Developers shall install metering equipment at their own cost.

Transformer Capacity

Shall not exceed 100% of the rated capacity of the transformer (s).

Interconnection

Guided by the provisions laid down by the DISCOM and approved by the JSERC

Monitoring of Parameters

  • Developers are needed to install necessary equipment to monitor electricity generated, consumed and injected into the grid.

  • The generation data should be made available in public domain.

  • Monitoring report shall be submitted to the SNA on regular basis throughout the useful life.

  • The SNA in association with DISCOMs shall develop necessary online infrastructure to record and disseminate such parameters.

Financial Arrangement and Support

  • Private investors shall be attracted for installation of plants.

  • Nodal agency shall work out budget requirement for implementation of targets and submit the same to the state government.

  • Suitable strategy and methods shall be applied to create a Green Fund.

Empowered Committee

An empowered committee under the chairmanship of the Chief Secretary, Government of Jharkhand shall oversee, monitor and resolve issues arising out of this policy.
